Why This Matters More in Wisconsin
Wisconsin issues no state license for mold remediation. There is no board, no exam, no register and no complaint process specific to the trade. Anyone may describe themselves as a mold remediation specialist and legally perform the work.
That is not a reason for alarm — most states are the same, and plenty of excellent contractors work here. It is a reason that independent verification is close to the only external check available to you. In a licensed trade, the license is a floor. Here, the clearance test is.

A Proper Clearance Has Three Parts, In Order
- Visual inspection — a pass or fail gateBefore anything is sampled. No visible growth, no debris, no dust left in the containment, and the work matches the scope. A visibly incomplete job fails here regardless of what the air numbers say.
- Moisture verification to targetMaterials read back at the moisture content of an unaffected reference area of the same material in the same building. Written down, not estimated.
- Air sampling against an outdoor controlTaken the same day, in the same weather. Indoor counts compared with outdoor, with an interpretation rather than a raw table.
The order matters. Going straight to air sampling is common and wrong, because a visibly unfinished job can still produce acceptable air numbers on a still day with the containment sealed.
A contractor testing the result of their own remediation has an obvious financial interest in a passing number. Every serious protocol calls for the final verification to be independent. Agree in writing, before work starts, who performs clearance and who pays for a retest if it fails. That single clause is worth more than any warranty language in the contract.
What a Clearance Report Should Contain
- The date, and confirmation that containment was still in place at the time
- Photographic record of the visual inspection
- Moisture readings at named locations, with the reference area stated
- Sample locations mapped, with an outdoor control from the same day
- The laboratory and its accreditation
- Raw counts by genus, not a total or a pass stamp
- An indoor-to-outdoor comparison with a written interpretation
- A clear statement of whether the criteria were met, and what those criteria were
The Visual Criteria, Spelled Out
The visual inspection is a pass-or-fail gate before anything is sampled, and it is more specific than “it looks clean”. What is actually being checked:
- No visible mold growth anywhere in the work area, including the back faces of remaining framing and the undersides of members
- No visible dust or debris on horizontal surfaces — a wipe test with a white cloth should come back clean
- All material specified for removal in the scope has actually been removed, to the cut lines specified
- Cut edges are clean and the exposed substrate is sound
- Containment still intact at the time of the inspection, and the negative air still running
- No standing water, and no visible staining that has not been accounted for
- Contents either removed or cleaned, not simply pushed to one side
Failing any of those ends the inspection. Air sampling a visibly incomplete job produces a number that means nothing.
Moisture verification, and the reference reading again
Every affected material is read and compared with an unaffected reference of the same material in the same building. Framing, subfloor, masonry and remaining board each get their own comparison, because the scales differ between materials. The report should show the reading, the location and the reference — three columns, not a sentence saying the structure is dry.
Sampling at clearance, specifically
Taken with the containment still up and the negative air off for a settling period, or in some protocols with aggressive sampling — deliberately disturbing surfaces with a fan before sampling, so that anything loose is in the air where it can be measured rather than lying on a ledge. Aggressive sampling is the more demanding test and is worth asking for on a large job. Outdoor control on the same day, as always.
Who Can Do It, in a State With No Licence
Since Wisconsin licenses nobody in this trade, the credential to look for is professional rather than statutory:
- A Certified Industrial Hygienist (CIH) — the strongest credential, board-certified, common on commercial and institutional work
- A Council-certified Indoor Environmental Consultant or similar ACAC credential
- An IICRC-certified inspector with no commercial relationship to the remediation contractor
- An independent environmental consulting firm that does not perform remediation at all — structurally the cleanest option
What matters more than the letters is the absence of a financial interest in the result. A firm that does both remediation and clearance can be perfectly honest, and it is still the wrong party to verify its own work.
There Is No Official Pass Mark
Neither the EPA nor the State of Wisconsin publishes a numerical threshold for indoor mold. So a report that declares a result “within acceptable limits” is comparing against a standard that does not exist. What a competent clearance actually establishes is that the visual criteria were met, that materials are dry to a documented target, and that indoor spore counts are comparable to or lower than outdoors in type and concentration. That is a real conclusion; a fictional pass mark is not.
What Happens If It Fails
A failed clearance is not a disaster, it is the system working. The usual causes are material left in place at the edge of the work area, a drying target not actually reached, cross-contamination from a breach in containment, or a second source nobody found. The remedy is to identify which, correct it, and retest. This is precisely why who pays for a retest should be settled in the contract before work begins — after a failure it becomes an argument.

It is more than a plain air test because it is more than a plain air test. On a $6,000 basement remediation it is a small proportion of the total and it is the only part that tells you whether you got what you paid for.
You can, and on a very small job — a bathroom wall section, say — it is a defensible decision. On anything substantial it is a false economy: you have paid for work whose result you cannot verify, in a state with no licensing, and you are about to close the walls up over it. If budget is tight, the better saving is usually elsewhere in the scope, not here.
While containment is still up and before anything is rebuilt. That is the whole point — the test has to happen when a failure can still be corrected cheaply. Clearance performed after the drywall is back on cannot check the things it is supposed to check, and a contractor pushing to rebuild before clearance is skipping the step that protects you.
Trust the smell. A musty odor after a passing clearance usually means one of three things: material was left in place somewhere outside the tested area, the drying did not actually reach target, or there is a second source that was never in the scope — a crawl space, a wall cavity, the air handler.
