Before you call
If it is fuzzy, discolored, growing in a damp place and it smells earthy, it is a reasonable bet. But the more useful question is not what it is called — it is why that surface is wet. Mold is a symptom. Three things that are commonly mistaken for it: white crystalline efflorescence on masonry, which is mineral salt left behind by evaporating water rather than growth; soot or dust deposition on cold spots, which wipes clean and does not return in the same pattern; and old water staining, which is dry and has a hard tide line. All three still tell you something about water.
Almost not at all. Black is not a species and black growth is not automatically the dangerous kind — plenty of common, harmless species are dark, and Stachybotrys is not always black. What actually predicts severity is how much water has been present and for how long. A large area that has been wet for months is a bigger problem than a small dark patch that appeared last week, regardless of what either looks like.
Under roughly ten square feet on a hard, non-porous surface, the EPA's own guidance is that a homeowner can generally handle it. Detergent and water, dry it thoroughly, wear gloves and an N95, and fix whatever made the surface wet. Do not use bleach on porous material — the water in it feeds what is below the surface while the chlorine stays on top. Stop and get help if the area is larger, if it returns after cleaning, if it is inside a wall or an HVAC system, or if anyone in the house is asthmatic or immunocompromised.
Urgent: active water arriving now, sewage involvement, growth inside the air handler or ductwork, or a vulnerable occupant. Soon but not today: a persistent damp smell with no visible source, growth that keeps coming back, a stain that is growing. Not urgent: a small patch of bathroom mildew, or seasonal basement condensation that appears in July and clears in October — that is a dehumidifier problem, not an emergency.

Testing and inspection
Often not. If you can see the growth and you know where the water came from, a lab result changes nothing about what has to happen next. Testing earns its place when there is a dispute with a landlord, seller or insurer; when there are symptoms but no visible source; when you want a documented before-and-after on expensive work; and for independent clearance at the end of a remediation. Otherwise the money is better spent on the inspection that finds the water.
An inspection is diagnosis: somebody walks the building with a moisture meter and a thermal camera and works out where water is and where it came from. A test is documentation: samples go to a laboratory and come back with numbers. The inspection is what changes your decisions; the test is what you produce when somebody else needs convincing. At minimum: an outdoor control sample taken the same day, because indoor spore counts mean nothing without one. Two or more indoor locations. Analysis by a laboratory with recognized accreditation. And a written interpretation, not just a spore count table. A report that gives you numbers with no outdoor comparison and no interpretation is not worth what you paid for it.
Inspect and remediate, commonly, and that is generally fine. Clear its own work — no. A contractor testing the result of their own remediation has an obvious interest in a passing number, and every serious protocol calls for that final verification to be independent. Since Wisconsin licenses nobody in this trade, that independence is close to the only external check available to you. Settle who performs clearance, and who pays for a retest, in the contract before work starts.
The work itself
In order: correct the moisture source; establish containment around the work area; put the area under negative pressure with HEPA filtration so spores are not distributed through the rest of the building; remove porous material that cannot be cleaned; HEPA vacuum and clean what remains; dry the structure to a documented moisture target rather than to the look of it; and verify the result independently. A job that skips containment or skips the drying target is not remediation, it is cleaning.
A small contained area, a day. A single room, two to four days including drying. A finished basement, commonly one to two weeks from strip-out to clearance, most of which is drying time rather than labor. Reconstruction is separate and usually longer than the remediation. Anyone promising a finished basement remediation in two days is not drying the structure.
Usually not. Proper containment and negative air exist precisely so the rest of the building stays usable. You would normally vacate for fogging treatments during the application and re-entry period, and it is worth considering if the work is extensive, the occupant is vulnerable, or the HVAC has to be shut down for a prolonged period in winter.
Only if the water does. That is not a slogan — it is the whole of it. Remediation without correcting the moisture source buys you one seasonal cycle. This is why a quote that says nothing about why the material was wet is incomplete, and why the first section of any decent scope of work is about water rather than about mold.
Wisconsin specifics
Not for mold specifically. There is no state license for mold inspection or remediation and no register to check somebody against. Wisconsin does regulate construction work on one- and two-family dwellings through the DSPS Dwelling Contractor credential, and that is checkable free online. The practical list to ask for: general liability and pollution liability insurance, IICRC S520 certification for whoever is doing the work, a written scope before anything starts, and the DSPS credential for any rebuild.
Because in Rock County it is unusually relevant and it shares the entry routes. This is an EPA Radon Zone 1 county, roughly half of homes tested here come back at or above the action level, and three Janesville ZIP codes rank among the highest in the state. Radon and water vapor both come in through the slab-to-wall joint, cracks and the sump pit. If a basement is being opened up anyway, it is the cheapest moment in the building's life to deal with both.
Usually not the mold itself; often the sudden and accidental water that caused it. A burst supply line is typically covered; long-term seepage, groundwater and surface flooding typically are not, with flood needing a separate policy. Many Wisconsin policies carry a capped mold endorsement, frequently $5,000 to $10,000, which can be less than a finished basement job. Photograph everything before you touch it and report promptly.
There is no Wisconsin mold statute, which does not mean there is no remedy — it means the route runs through habitability and repair obligations rather than a mold-specific law. Put the complaint in writing and keep a copy, photograph and date everything, keep a log of what you reported and when, and give the landlord a reasonable opportunity to fix it. Written notice is what makes every later step possible.
Cost
For seasonal basement damp, a correctly sized dehumidifier plumbed to a drain and set to 45 to 50 percent, run from April to October, plus closing the basement to outdoor air in summer rather than opening the windows. For attic problems, tracing the bath fan duct and making it terminate outside. Both are under a few hundred dollars and both remove the cause rather than the evidence.
Almost always because they are not for the same job. The usual omissions are containment, the removal of porous material, the drying target, and independent clearance.
