A test answers what is in the air or on a surface, expressed as a number a third party can read. Most homeowners need the first. A minority need both. Almost nobody needs the second on its own.

Buy Neither When
This list is shorter but it saves people the most money. If you have a patch of mildew on bathroom grout, you have a ventilation and cleaning job. If your basement is damp every July and dry every January, you have a condensation problem and the answer is a dehumidifier plumbed to a drain and some air sealing. If a pipe burst yesterday and you know exactly what got wet, the priority is drying it out today rather than surveying or sampling it.
What Each One Actually Produces
The clearest way to see the difference is to look at what lands in your hands afterwards.
An inspection report
Moisture content readings at named locations, referenced to an unaffected part of the same building. A stated moisture source, or an honest shortlist with what would confirm each. The boundary of the wet area and how it was determined. Photographs, including thermal images where they informed a conclusion. A recommended scope of work. And, in a good report, a note of what you can reasonably do yourself.
That document is what you hand to contractors to get comparable quotes. It changes decisions.
A test report
Sample locations with dates and times. An outdoor control taken the same day. Spore counts by genus from an accredited laboratory. An indoor-to-outdoor comparison, which is the actual finding. A written interpretation. What it does not contain is where the water is — because sampling air does not tell you that.
That document is what you hand to a landlord, an insurer, a buyer or a court. It settles arguments.
The Two Expensive Mistakes
Testing instead of inspecting. You get a number showing something is elevated, which you already suspected, and you still do not know where the water is. You then buy the inspection anyway, having spent the testing money first. The only situation where testing genuinely comes first is symptoms with nothing visible anywhere — and even then the sampler should be carrying a moisture meter.
Skipping the inspection because the growth is visible. What you can see is not the question. The question is how far the wet area extends behind the finish and what is putting water there, and neither is visible. Going straight to removal is how people pay twice: once for the visible half, and again when the rest appears a season later.
Clearance Is Both, In a Fixed Order
At the end of a remediation the two come together, and the sequence is not optional. A visual inspection first, as a pass-or-fail gate — no visible growth, no debris, work matching the scope. Then moisture verification to a documented target. Only then air sampling against an outdoor control. Going straight to air sampling is common and wrong, because a visibly incomplete job can still produce acceptable numbers on a still day with the containment sealed. That is actually informative rather than a problem. The commonest version is elevated air numbers with no moisture found, which usually means the source is outside the area surveyed — a crawl space, a wall cavity, the air handler. The resolution is to widen the inspection, not to argue about the numbers.
