The 24 to 48 Hour Window
Given the right material and temperature, mold growth can begin within 24 to 48 hours. That window is the whole reason emergency response exists, and what happens inside it determines whether this becomes a mold job at all.

Note what the table does not say: it does not say the damage is done at 48 hours. It says the cheap option closes around then. A basement dried on day one and a basement dried on day five are different jobs at different prices.
The Wisconsin Winter Version
A frozen and split supply line is the classic local emergency, and it has two features that make it worse than the same volume of water in July. First, it is usually in an exterior wall or an unheated space, so the water runs inside a cavity rather than across a floor where you would see it. Second, it frequently happens while nobody is in the building — a cold snap with the thermostat set back, or a vacant property. By the time it is found, the water has been in the wall for days.

Dry means the moisture content of each affected material has returned to match an unaffected reference area of the same material in the same building, measured with a meter and logged daily. Framing lumber typically reads in the low teens as a percentage when normal; drywall and masonry are read on relative scales rather than absolute ones. The reference reading is what makes the target meaningful, and it should appear in the paperwork.
Equipment, roughly, so you can sanity-check a setup
- Air movers — one per roughly 50 to 60 linear feet of wall in the affected area, angled at 15 to 45 degrees to the surface rather than straight on.
- Dehumidification sized to the cubic volume and the class of water loss; a single domestic dehumidifier in a flooded basement is decorative.
- Containment even during drying, so you are not dehumidifying the whole house.
- Daily readings at the same marked points, not a spot check on the last day.
What to open, and what not to
Drying a closed wall does not work — the moisture has no path out and the cavity stays saturated behind an intact surface. Controlled openings are how a wall dries: removing the base of the drywall, drilling the cavity behind the baseboard, or taking off the toe kick. What should not happen is uncontrolled demolition before anybody has measured where the water went, because that removes material that could have been saved and disturbs material that should have been contained first.

That said, if you are already at day four, the situation is not hopeless — it has simply moved from a drying job to a removal job, which is more expensive rather than impossible. Do the first-hour list regardless of how long it has been.
The response itself usually carries an out-of-hours premium. But emergency response almost always reduces the total, frequently by a large factor, because it is the difference between drying material and removing it. A finished basement extracted and dried on day one might cost $2,500; the same basement found on day ten is a $4,000 to $12,000 remediation plus reconstruction.
